Sellers without valid French UIN numbers are forced to withhold and pay

Amazon will fully deduct fees for French EPR from mid September 2023. The essence of this policy is that the platform forces sellers without valid French UIN numbers to withhold and pay, and sellers will not be able to declare independently. The only way next is to achieve compliance! Compliance! Compliance!

 

1、OMP mandatory withholding and payment of French EPR

Starting from mid September 2023, Amazon will fully popularize the French EPR payment service. Sellers will declare and pay environmental protection fees in France, and this fee will be recovered in the seller's account and an additional service fee will be added.

The French EPR (Extended Producer Responsibility System) has come into effect, but there are still sellers on the market who have not uploaded their UIN numbers or have not completed other compliance measures. Amazon's mandatory withholding and payment is reasonable, which will be a large-scale operation with only one starting point: all Amazon French sellers must meet the standards for compliant sales.

Unified use of a UIN number to assist sellers in submitting declarations to French recycling agencies and paying for declarations, which also means that sellers will not be able to declare independently.

 

2、Which sellers will be withheld and paid?

2.1. Sellers who sell EPR extended producer responsibility products on Amazon France but have not provided a valid and unique UIN identification code to the platform;

2.2. Sellers willing to use Amazon's French EPR payment service to complete compliance.

 

3、What if I don't want to be withheld and paid?

Register for French EPR and upload a valid Unique Identification Number (UIN) in the Extended Producer Responsibility (EPR) compliance portal to complete compliance, in order to avoid being withheld and remitted by Amazon. Sellers who have been withheld and remitted want to stop this service. Please ensure that a valid UIN number has been submitted to the Producer Responsibility Extension Compliance Information Portal and verified before the end of the quarter.

For example, in Q3 2023, if you do not wish to be withheld and paid French EPR by the platform, you must find a service provider to register French EPR before that quarter, upload it on the platform, and verify that it has passed the UIN number

 

4、Details of Amazon withholding and payment fees

Withholding and paying two parts of fees: service fee (paid to Amazon)+environmental fee (paid to the manufacturer's responsible organization PRO)

4.1. Amazon Service Fee Estimate:

The corresponding products sold on Amazon France in 2023 and beyond will be subject to withholding and payment of service fees (the charging period varies depending on the category):

 

1 year French EPR payment service fee=€ 24.99 × Number of EPR categories using payment services+total paid environmental premiums × 3%

 

Note: Amazon does not charge service fees for sales in 2022. If a certain category of French EPR products is sold for the first time in 2023, no service fee will be charged for the sales of that category of products in 2023.

 

4.2. Estimation of environmental protection fees (sales by product category):

① In mid September 2023, Amazon deducted environmental protection fees paid in 2022;

② In mid December 2023, Amazon deducted environmental protection fees paid on behalf of Q1 to Q3 2023;

③ The specific deduction time is subject to Amazon's official email.

For example, if you sell batteries, electrical and electronic equipment products on Amazon France, you will be deducted and paid service fees (additional fees) and environmental protection fees for the three major categories of WEEE, Battery Law, and Packaging Law in France by the platform.

 

5、Category of French EPR withheld and paid

Each French EPR category requires a designated Producer Responsibility Organization (PRO) for recycling, and the PRO report and payment cycle vary depending on the classification: quarterly, semi annual, and annually; Therefore, the charging of environmental protection fees is also synchronized with the selected PRO payment frequency, except for some categories (such as French DIY and Garden tool).

6、 The disadvantage of no UIN code to the store
